Phases of an EIS
Scoping
- Begins the EIS process
- Involves the public
- Helps the agency determine the “scope” of the EIS
- Seeks comments on
- the proposed action and reasonable alternatives to the proposed action
- relevant issues and concerns and significant environmental impacts to examine in the EIS
Draft EIS
- Discusses the proposed action and reasonable alternatives to the proposed action
- Examines the relevant issues and concerns and significant environmental impacts of the proposed action and reasonable alternatives
- Is made available to the public for comment for a minimum of 45 days
Final EIS
- Considers public comments received on the draft EIS and summarizes and responds to them
- Includes changes and factual corrections based on public comments received on the draft EIS
- Is made available to the public for a minimum of 30 days before the agency announces its decision on the proposed action
- Serves to inform the agency decision maker
Record of Decision
- Announces the agency’s decision on the preferred alternative and considerations involved in arriving at the decision
- Includes any terms, conditions, and mitigation measures for the selected alternative
- Is made available to the public
- Concludes the EIS process
